The Riddle Rural Fire Protection District has been operating under the name Riddle Fire Protection District since the district annexed the city of Riddle into the district on 07/01/2009. During this annexation vote the name was changed to Riddle Fire Protection District, dropping Rural from the district name since the district now covered the city of Riddle. During this process, the required steps were not completed to officially change the name of the district. This will serve as our legal notice to the public of our intent to complete the process starting in 2009 to change the name of the district to Riddle Fire Protection District.

2023 FIRE SEASON ENDS MONDAY, OCTOBER 9, 2023

 

The Douglas Forest Protective Association (DFPA) will officially end the 2023 fire season on Monday, October 9, 2023, at 12:01 p.m., for lands under their protection and management. The end of fire season is a result of recent wetting rains and an overall cooling trend that has returned to the area.

 

With the end of the fire season, the public and industrial fire restrictions implemented through DFPA will no longer be in effect.

 

A list of fire restrictions and closures in place through private industrial landowners can be found online at  https://ofic.com/private-forestland-closures/.

 

 

Backyard debris burning outside of incorporated cities will be allowed without a burn permit from DFPA, however, residents should contact their local fire department before conducting any type of debris burning as fire restrictions may vary between local fire districts. The only type of burning that requires a permit from DFPA outside of fire season is for the burning of logging slash. Any type of commercial tree harvest that requires excess debris to be burned constitutes logging slash and therefore requires a burn permit. Permits to burn logging slash can be obtained by calling DFPA at 541-672-6507.

 

Despite the fire season-ending, fire officials advise residents to exercise caution when burning yard debris or using fire in the woods. Several days of sunshine and dry weather during the fall months can create a fire risk even if a week or more of cool, wet conditions precede them.

 

When burning yard debris, make sure to have an adequate fire trail around the pile before ignition begins and have fire tools and a water supply at the burn site. Debris piles should never be left unattended and should be fully extinguished before leaving the area. If a debris burn escapes containment, the responsible party may be held financially responsible for the resulting fire suppression costs and associated damages.

 

Those choosing to recreate in wildland areas are reminded that private industrial landowners and neighboring public land management agencies may still have fire restrictions or closures in place on the lands they own or manage. Recreationists should check with the appropriate landowner or public land management agency for the location they plan to recreate, before heading to the woods.

PRESCRIBED PASTURE BURNS AND

BURN PERMITS FOR DOUGLAS DISTRICT

 

PRESCRIBED PASTURE BURNS

Smoke will soon be seen throughout Douglas County as the Douglas Forest Protective Association works with farmers, ranchers, and other landowners to complete prescribed burns throughout the Umpqua Valley. Prescribed burns may be conducted on fields, pastures, and hillsides to promote productive grazing lands for livestock and to improve habitat for wildlife. The main objective of the prescribed burns is to remove noxious weeds, brush, insects, and plant diseases from the proposed burn sites.

 

Historically, DFPA and local landowners have completed about 10,000 acres of prescribed burns annually throughout Douglas County to improve habitat and pasture lands. Prescribed burns are also beneficial to firefighters by reducing the buildup of brush and other flammable vegetation throughout the area. Fire officials note that many wildfires have been suppressed in open grass fields and hillsides where prescribed burning has taken place periodically over the years.
Prescribed burns are made safe by the construction of fire trails around the proposed burn site before fire is introduced onto the landscape. In addition, landowners must be able to show that they have the ability and resources in the form of fire suppression equipment and personnel on-site to maintain control of the prescribed burn. Once fire trails are approved by DFPA and weather conditions are favorable, a permit may be issued to complete the prescribed burn.


Fire officials say that the effects of the prescribed burns on populated areas will be minimized by allowing the burns to only take place when both fire conditions and weather patterns are favorable to keep smoke out of large, populated areas.

 

BURN PERMITS FOR BACKYARD DEBRIS BURNS ONLY

 

Effective Friday, September 29, 2023, the Douglas Forest Protective Association (DFPA) will be initiating the allowance of backyard debris burns by permit ONLY.

 

Burn permits from DFPA are FREE of charge but require an ON-SITE INSPECTION by a DFPA Forest Officer.

 

Requirements for a Burn Permit Include:

 

1.      Trail: A fire trail MUST surround the entire pile and be down to the mineral soil.

2.      Fire tools

3.      Water source

4.      Onsite Abled Body: minimum of 1 abled body person capable of fire suppression. Burning MUST be attended at ALL TIMES.

 

These requirements MUST be met before a permit will be issued.

Please do not call for an inspection if you will not be onsite and available for the inspection.

 

Burn permits will NOT be issued for large piles that were constructed with machinery or for burn barrels.

 

Permits will be good for ONE DAY only.

All Burn Permits MUST be completed and mopped up within the time frame of the issued permit.

Inspections will be by APPOINTMENT ONLY and may be subject to cancellation or rescheduling due to workload and unforeseen emergency fire response circumstances.

 

Campfires/fire pits are still restricted under the Public Use Restrictions and are only allowed within designated campgrounds. Propane fire pits are allowed if NO flammable material is added.

Under Industrial Fire Precaution Level 2, the use of fire or power-driven machinery in any operation area is unlawful unless such use is in compliance with the following:

 

Limited Shutdown: The following activities may only operate between the hours of 8:00 p.m. and 1:00 p.m., except as noted.

 

  1. Power saws, except power saws may operate at loading sites all-day
  2. Feller-bunchers with rotary head saws
  3. Cable yarding
  4. Blasting
  5. Welding, cutting, or grinding of metal

 

The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements.

 

These restrictions shall remain in effect until replaced or terminated by an additional Closedown Order of the State Forester or an authorized representative.

•  Cable yarding systems, except that gravity-operated logging systems using non-motorized carriages or approved motorized carriages may operate between 8:00 p.m. and 1:00 p.m. when all blocks and moving lines are suspended at least 10 feet above the ground (except the line between 2 the carriage and the chokers). An approved motorized carriage is defined as a cable yarding system employing a motorized carriage with two fire extinguishers, each with at least a 2A:10 BC rating, mounted securely on opposite sides of the carriage, an emergency motor cutoff, and an approved exhaust system.

 

The following are permitted to operate between the hours of 8 P.M. and 1 P.M.:

•  Power saws at loading sites;

•  Loading or hauling of any product or material;

•  Blasting; • Welding, cutting, or grinding of metal;

•  Any other spark-emitting operation not specifically mentioned.

In addition, the following are permitted to operate between the hours of 8 P.M. and 1 P.M. where mechanized equipment capable of constructing fire line is immediately available to quickly reach and effectively attack a fire start:

 

•  Ground-based operations (tractor/skidder, feller-buncher, forwarder, or shovel logging operations);

•  Power saws on ground-based operations;

•  Rotary head saw feller-bunchers with a continuous Firewatch;

•  Non-rotary head saw feller-bunchers;

•  Tethered logging - winch-assisted, cable-assisted, traction-assisted, etc. systems, which enable ground- based timber harvesting machines to operate on steep slopes.

 

The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements.

In addition, the following are permitted to operate between the hours of 8 P.M. and 1 P.M. where mechanized equipment capable of constructing fire line is immediately available to quickly reach and effectively attack a fire start:

 

• Ground-based operations (tractor/skidder, feller-buncher, forwarder, or shovel logging operations);

• Power saws on ground-based operations;

• Rotary head saw feller-bunchers with a continuous Firewatch;

• Non-rotary head saw feller-bunchers;

• Tethered logging - winch-assisted, cable-assisted, traction-assisted, etc. systems, which enable ground-based timber harvesting machines to operate on steep slopes.

 

The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements.

 

These restrictions shall remain in effect until replaced or terminated by an additional Closedown Order of the State Forester or an authorized representative.

Fire Safety is Critical over the Holiday Weekend

 

HAPPY 4TH OF JULY | FIRE SAFETY IS CRITICAL


 

DFPA (Douglas Forest Protective Association) would like to remind everyone celebrating this long holiday weekend to use caution if recreating in wildland areas. High pressure in the region will increase temperatures, and lower relative humidity which will lead to increased fire danger.

 

What does this mean?

 

Dry grass and other light flashy fuels can easily ignite and spread quickly. Because of the heightened threat of fire, fire officials say it is crucial that everyone know and follow DFPA’s public use restrictions that are currently in effect.

 

Under DFPA’s public use restrictions, the use of fireworks is prohibited on all DFPA-protected land, which includes private, county, state, Bureau of Indian Affairs lands, and BLM-administrated lands within the Douglas District.  

 

In addition to restrictions on fireworks, campfires are also restricted.

Open fires, including campfires, charcoal fires, cooking fires, and warming fires, are prohibited except at designated campgrounds. Portable cooking stoves using liquid or bottled fuels are allowed.

Fire officials also recommend checking with the landowner where you plan on recreating. Many large landowners have closed public access to their land holdings due to the fire danger.

JOINT NEWS RELEASE: Effective Thursday, June 29, 2023, at 12:01 am, Public Restriction Levels will change to HIGH for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District. The Roseburg District BLM (BLM) is included in the fire season declaration, which imposes certain fire restrictions on the public and industrial operators to help prevent wildfires and has specific Fire Prevention Orders or other public use restrictions on the BLM-administered lands.

What does this change mean to the public?

 

Non-industrial power saw usage, cutting, grinding, or welding of metal, cutting, trimming, or mowing of dried, cured grass, power-driven machinery for non-industrial improvement or development on private property will only be allowed BEFORE 10 AM or AFTER 8 PM.  

 

What restrictions does IFPL2, Industrial Fire Precaution Level 2 place on industries:

Under Industrial Fire Precaution Level 2, the use of fire or power-driven machinery in any operation area is unlawful unless such use is in compliance with the following:

 

Limited Shutdown: The following activities may only operate between the hours of 8:00 p.m. and 1:00 p.m., except as noted.

 

  1. Power saws, except power saws may operate at loading sites all-day
  2. Feller-bunchers with rotary head saws
  3. Cable yarding
  4. Blasting
  5. Welding, cutting, or grinding of metal

FIRE SEASON BEGINS JUNE 09, 2023

 

The Douglas Forest Protective Association (DFPA), the Umpqua National Forest, and the Bureau of Land Management (BLM) Roseburg District have announced that the 2023 fire season will officially begin Friday, June 9th at 12:01 AM.  All private, county, state, and Bureau of Indian Affairs land within the Douglas District as well as the public lands within the Umpqua National Forest and Roseburg District BLM are included in the fire season declaration, which imposes certain fire restrictions on the public and industrial operators to help prevent wildfires.

In addition to the declaration of fire season, the DFPA will implement Public Use Restrictions Friday, and the BLM Roseburg District will issue a Fire Prevention Order for BLM-administered lands. Public use restrictions will be assessed and announced later for the Umpqua National Forest. These fire prevention restrictions are put in place to ensure fire-prone activities do not start wildfires.

The following fire prevention measures will be in effect:

 

·        Smoking is prohibited while traveling, except in vehicles on improved roads, boats on the water, and other designated locations.

·        Backyard debris burning, including the use of burn barrels, is prohibited.

·        Open fires, including campfires, cooking, and warming fires, are prohibited except at designated sites.

 

BLM-designated sites: Susan Creek Campground, Tyee Campground, Scaredman Campground, Eagleview Campground, and Cavitt Creek Campground.

Douglas County Parks designated sites: Amacher Park, Douglas County Fairgrounds, Pass Creek Campground, Stanton Park, Chief Miwaleta Campground, and Whistler’s Bend Campground.

Private Campgrounds: Seven Feathers RV Resort and Umpqua Riverfront RV Park & Boat Ramp.

 

·        Charcoal and pellet BBQs are only allowed at fully developed and maintained residential home sites when used in areas that are free of flammable vegetation. A charged garden hose or a 2 ½ pound or larger fire extinguisher must be immediately available.  Portable cooking stoves using liquefied or bottled fuels are allowed elsewhere. 

 

·        The use of fireworks, exploding targets, and tracer ammunition is prohibited. In addition, the use of sky lanterns is prohibited year-round in Oregon. 

·        Motor vehicles, including motorcycles and all-terrain vehicles, are only allowed on improved roads that are free of flammable vegetation.  This restriction is waived on private lands during low fire danger or when vehicles are used for the culture and harvest of agricultural crops.  In addition, each vehicle with three or more wheels traveling on forest roads must have an axe, a shovel, and one gallon of water or one operational 2½ pound or larger fire extinguisher.  Motorcycles must be equipped with one gallon of water or one operational 2 ½ pound or larger fire extinguisher.

 

·        Any electric fence controller in use shall be listed by a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services and be operated in compliance with the manufacturer’s instructions.

 

The following restrictions are based on the official fire danger for the Douglas District, which can be found online at www.dfpa.net or by calling DFPA’s 24-hour information line at (541) 672-0379:

 

·        The use of power saws for non-industrial purposes is allowed all day during LOW fire danger.  This activity is permitted before 1:00 PM or after 8:00 PM during MODERATE fire danger and before 10:00 AM or after 8:00 PM during HIGH fire danger. During Extreme fire danger, non-industrial power saw use is prohibited.  Each power saw is required to have a shovel and a fire extinguisher of at least 8-ounce capacity immediately available.  In addition, a one-hour fire watch is required following the use of each saw.  On BLM-managed lands in the Roseburg District, the use of non-industrial power saws or other equipment with internal combustion engines used for felling, bucking, skidding, or wood cutting is prohibited. 

 

·        The cutting, grinding, or welding of metal for non-industrial purposes is allowed all day during LOW fire danger.  This activity is permitted before 1:00 PM or after 8:00 PM during MODERATE fire danger and before 10:00 AM or after 8:00 PM during HIGH fire danger. During EXTREME fire danger, the cutting, grinding, or welding of metal is prohibited.  These activities can only be conducted in an area free of flammable vegetation and a charged garden hose or a 2 ½ pound or larger fire extinguisher must be immediately available.  The cutting, grinding, or welding of metal is prohibited on BLM-managed lands in the Roseburg District.

 

·        The cutting, trimming, or mowing of dried, cured grass is allowed all day during LOW fire danger.  This activity is permitted before 1:00 PM or after 8:00 PM during MODERATE fire danger and before 10:00 AM or after 8:00 PM during HIGH fire danger. During Extreme fire danger, the cutting, trimming, or mowing of dried or cured grass is prohibited. The culture and harvest of agricultural crops are exempt from this requirement.

 

·        Any non-industrial improvement or development taking place on private property that utilizes power-driven machinery may operate all day during LOW fire danger.  These activities are permitted before 1:00 PM or after 8:00 PM during MODERATE fire danger and before 10:00 AM or after 8:00 PM during HIGH fire danger.  During EXTREME fire danger, these activities are prohibited unless a waiver has been issued.  Each piece of power-driven machinery working is required to have a shovel and a 2 ½ pound or larger fire extinguisher.  In addition, a fire watch is required for at least one hour once the equipment has completed work for the day.

 

The declaration of fire season also means the start of industrial fire regulations.  On Friday, the entire Douglas District and the Umpqua National Forest will go into Industrial Fire Precaution Level I (one).  During IFPL I, smoking is prohibited while working on or traveling through an industrial operation. In addition, specified fire tools and suppression equipment must be on-site and ready for use at all industrial operations and a fire watch is required once work has been completed for the day.
